Leadership Tri-County Unveils 2026-2028 Strategic Plan to Strengthen Regional Connection and Civic Impact

KNOX, LAUREL, AND WHITLEY COUNTIES, KY – Leadership Tri-County (LTC), southeastern Kentucky’s premier community leadership development organization, is proud to announce the launch of its 2026-2028 Strategic Plan. As the organization nears its 40th anniversary, this three-year roadmap focuses on activating its nearly 600-member alumni network and deepening the visible impact of its service initiatives across the region.

Established in 1987, LTC has long served as a bridge between Knox, Laurel, and Whitley counties. The new strategic plan addresses the modern challenges of rural leadership by moving beyond "siloed" county efforts toward a more unified, collaborative Southeastern Kentucky.

The 2026-2028 plan is anchored by three primary pillars:

  • Alumni Engagement & Network Activation: Launching a formal strategy to connect graduates and hosting a landmark 40th Anniversary Leadership Summit in 2027.

  • Program Impact Through Civic Learning: Redesigning the signature community service project model to ensure LTC participants are solving real-world regional challenges.

  • Sustainability & Capacity: Strengthening fiscal stewardship through a sustainable scholarship funding plan and building operating reserves to ensure LTC’s mission continues for decades to come.
